Mohammed bin Rashid honours winners of the Gender Balance Index for the federal government 2018

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai expressed his satisfaction with the UAE government’s significant progress in achieving gender balance, through the several initiatives and programmes undertaken by various government entities to promote equal opportunities for both men and women. His Highness said that this progress, which is in line with the late Sheikh Zayed bin Sultan Al Nahyan’s vision, establishes gender balance as an integral principle towards a sustainable nation.

His Highness said that the UAE, under the leadership of President His Highness Sheikh Khalifa bin Zayed Al Nahyan, and the close follow up of Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces His Highness Sheikh Mohamed bin Zayed Al Nahyan, has strengthened its global competitiveness and steadily progressed to achieve leadership in every sphere through the efforts of its citizens.

His Highness further said: “The achievements of Emirati women today reaffirm the wise vision of the late Sheikh Zayed bin Sultan Al Nahyan, who believed in the importance of the role of women, and their right to work and become key partners in society.”

His Highness also expressed his appreciation for the sincere efforts and continuous care that Her Highness Sheikha Fatima bint Mubarak, President of the Supreme Council for Motherhood and Childhood and Supreme Chairwoman of the Family Development Foundation, offers and the constant encouragement Her Highness gives to Emirati women to learn and develop.

Honouring the winners

HH Sheikh Mohammed bin Rashid Al Maktoum honoured the winners of the federal government's Gender Balance Index in its second round of 2018 in three categories: Best Personality Supporting Gender Balance, Best Federal Authority Supporting Gender Balance, and the Best Gender Balance Initiative.

His Highness honoured Lieutenant General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, as the Best Personality Supporting Gender Balance. The Ministry of Finance (MoF) received the award in the category of Best Government Entity Supporting Gender Balance at a ministerial level. The award was received by His Highness Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance, on the Ministry’s behalf. The category of Best Federal Entity Supporting Gender Balance at an institutional level was awarded to the Federal Competitiveness and Statistics Authority (FCSA) and received by His Excellency Abdulla Nasser Lootah, Director General of FCSA. The category of Best Initiative Supporting Gender Balance was awarded to the Ministry of Human Resources and Emiratisation for its ‘Remote Employment’ initiative, and was received by His Excellency Nasser bin Thani Juma Al Hamli, Minister of Human Resources and Emiratisation.

The UAE Gender Balance Council… a remarkable evolution

His Highness recognised the efforts of the Gender Balance Council, headed by Her Highness Sheikha Manal bint Mohammed bin Rashid Al Maktoum, wife of His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs. The Council was praised for its exceptional projects that helped achieve the nation’s goals of gender balance. It was also lauded for launching several international initiatives, which reflect the UAE's commitment to actively contribute to global efforts in achieving Goal 5 of the UN’s Sustainable Development Goals 2030: ‘Achieve gender equality and empower all women and girls.’

His Highness affirmed the government’s continuous support to transforming the UAE into a leader in gender balance, regionally and globally.

The leadership’s support

HH Sheikha Manal bint Mohammed bin Rashid Al Maktoum, President of the UAE Gender Balance Council, expressed her deepest thanks to the nation’s leadership for their support for advancing gender balance, which enabled the Council to achieve its goal. Targets were set in 2015 to reduce the gender gap across all sectors. Her Highness also expressed her thanks to all government entities in the country for their contribution and congratulated the winners in each category.

The Best Personality Supporting Gender Balance... Saif bin Zayed

The category of Best Personality Supporting Gender Balance recognises individuals who have played a key role in their institutions to achieve gender balance and provide equal opportunities for men and women, in addition to enhancing the country's gender profile regionally and globally and contributing to raising its ranking in global competitiveness reports.

Lieutenant General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, was selected in this category for his efforts to enhance the participation of women in the UAE military, which has the highest percentage of participation in the Arab world, and for his role in supporting the amendment of the decision of maternal leave for women in the military, as well as providing equal opportunities for men and women and creating a supportive environment for both.

HH Sheikh Mohammed bin Rashid Al Maktoum also praised HH Sheikh Saif bin Zayed Al Nahyan and his team for their efforts in supporting women in the nation’s military, adding that Sheikh Saif bin Zayed's initiatives over the past years have extensively supported Emirati women in all fields.

The UAE Gender Balance Seal for the Ministry of Finance and Federal Competitiveness and Statistics Authority

The winner in the second category of Best Federal Authority Supporting Gender Balance is chosen based on the government's national indicators, which are based on three pillars: decision-making, education and experience, and a supportive environment for working mothers.

The process of choosing the Best Federal Authority Supporting Gender Balance included an approved mechanism by the Federal Authority for Government Human Resources, as well as surveys conducted by a neutral entity, which included a large sample of employees of the federal government. The surveys aimed to determine the means of determining the level of gender balance support in a work environment, as well as other important factors affecting gender balance in the workplace.

The Ministry of Finance (at the ministerial level) and the Federal Competitiveness and Statistics Authority (at the government institutional level) received the award in this category. They were given the UAE Gender Balance Seal based on survey results and their efforts.

The Best Initiative Supporting Gender Balance … “Remote Employment” for the Ministry of Human Resources and Emiratisation

The third category, dedicated to the best gender-balance initiative, is given to best practices, projects, policies and legislation that support the cause. The Ministry of Human Resources and Emiratisation received the award for the Best Initiative Supporting Gender Balance for its ‘Remote Employment’ initiative, which contributed towards increasing the employment opportunities for women in the Northern Emirates and remote areas where there are fewer jobs. Through this system, employees are able to work from locations other than the employer's premises either on a part-time or full-time basis.

The Council’s continuous efforts

Over the past four years, the UAE Gender Balance Council has launched several initiatives and projects to promote gender balance in the country and move towards greater success and global leadership, in line with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The Council, under the chairmanship of HH Sheikha Manal bint Mohammed bin Rashid Al Maktoum, has worked to develop a strategic plan to reduce the gender gap in all sectors of the country including building partnerships with countries, institutions and organisations with outstanding experience in gender balance policies.  Full coordination with all relevant government entities resulted in the launch of national initiatives and projects, which are in line with the UAE 2021 vision, as well as the UAE centennial 2071.
