RTA discusses regulating and governing the use of personal mobility means and delivery bikes

Dubai’s Roads and Transport Authority (RTA) organised an Innovation Lab titled “Regulating and Governing the Use of Personal Mobility Means and Delivery Bikes.” Held at the University of Birmingham Dubai, the event brought together a wide range of government entities responsible for regulating the personal mobility sector and delivery services, along with delivery companies operating in the emirate.

The Innovation Lab generated more than 40 ideas and initiatives presented by the participating teams, nine of which were selected to form part of the strategic plan for regulating and governing the use of personal mobility means and delivery bikes. These initiatives focused on establishing a centralised database, addressing rider behaviours and practices, and developing policies and procedures related to awareness and logistics within the sector. They support RTA’s efforts to foster innovation and to achieve the highest levels of health, safety, and regulatory efficiency in the transport and delivery sector.

Ahmed Mahboob, CEO of RTA’s Licensing Agency, stated that the Innovation Lab aimed to address current challenges and anticipate future opportunities in regulating the sector through the exchange of insights with strategic partners in an interactive, innovation-driven environment that uses artificial intelligence tools and solutions.

Mahboob added: “The Innovation Lab also highlighted the importance of enhancing traffic safety, as well as strengthening the governance and regulation of personal mobility means and delivery bikes. It underscored the need to regulate the licensing of personal mobility means such as bicycles and electric scooters, and to ensure the proper qualification of their users.”

The Innovation Lab featured presentations from several companies showcasing their experience in applying artificial intelligence technologies in delivery operations, as well as Internet of Things (IoT) solutions that use electronic systems and sensors to monitor delivery bike riders’ behaviour, detect traffic violations, and enable remote and immediate corrective action, thereby enhancing governance and safety across the sector.
