The General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA Dubai), represented by His Excellency Lieutenant General Mohammed Ahmed Al Marri, Director General, and the Dubai Land Department, represented by His Excellency Omar Hamad Bu Shehab, Director General, have signed a Memorandum of Understanding (MoU) aimed at enhancing institutional integration and unifying efforts in delivering real estate residency services. This step supports service sustainability and flexibility, reinforces government readiness to keep pace with rapid changes, and strengthens investor confidence and the stability of the business environment in the emirate.
This partnership stems from a shared vision between both entities, centered on integrating the roles of the real estate ecosystem and the residency system. It reflects a connected government model that links investment, stability, and quality of life, further reinforcing Dubai’s position as a preferred global destination for living and working under all circumstances.
The MoU seeks to enhance collaboration and coordination between the two parties through the transfer and integration of three key real estate residency services—namely the Golden Residency, the Retiree Residency, and the Property Residency—into the GDRFA Dubai system. This will provide customers with a unified and seamless experience through a single channel, strengthen system integration and data exchange, and enhance the efficiency and speed of procedures in line with the highest standards of quality and readiness.
On this occasion, His Excellency Lieutenant General Mohammed Ahmed Al Marri affirmed that this MoU reflects GDRFA Dubai’s commitment to delivering integrated and seamless services that enhance quality of life and place customers at the centre of priorities, within a flexible government ecosystem. He also praised the role of the Dubai Land Department, particularly through its 2026 strategy, its efforts in digital enablement and service automation, as well as its real estate tokenization initiatives, which have strengthened system integration and created an advanced environment that supports this pivotal partnership with GDRFA Dubai. He noted that this partnership represents a strategic step toward unifying services, in line with Dubai’s vision for leadership and innovation.
For his part, His Excellency Omar Hamad Bu Shehab stated that this MoU marks an important milestone in the journey of integration among government entities and contributes to the development of services related to the real estate sector, enhancing operational efficiency and elevating customer experience.
This partnership also reflects both entities’ commitment to leveraging digital solutions and strengthening government integration to deliver proactive, integrated services that enhance Dubai’s economic competitiveness, attract investments, and reinforce its global appeal as a destination for living and working. It further aligns with the objectives of the Dubai Economic Agenda D33 by advancing an interconnected service ecosystem that supports the growth of the real estate sector, strengthens economic stability, and enhances quality of life—contributing to Dubai’s ambition of doubling its economy and solidifying its position among the world’s leading cities.
