Dubai Government Shared Procurement Programme (Tasharok) Realises AED160 Million in Savings

- 16% savings in purchase expenses for 60 government entities since its establishment in 2020

The Dubai Department of Finance’s Support Service Centre (SSC) announced that the Dubai Government Shared Procurement Programme (Tasharok) has achieved remarkable savings of AED 160 million for 60 government entities as of the end of August. This milestone reflects a significant 16% reduction in procurement spending, achieved over the four years since the programme’s inception in September 2020.

H.E. Abdulrahman Saleh Al Saleh, Director-General of the Department of Finance (DOF), stated: “The Dubai Government Shared Procurement Programme is highly efficient and plays a pivotal role in fostering cooperation among government entities to achieve significant financial milestones.” He added: “The programme and the Tasharok platform are inspired by the vision of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Our aim is to excel in governance, ensure the prudent management of public funds, and maintain efficiency across all levels of government operations.”

“The ‘Tasharok’ programme, supervised by DOF and managed by SSC, has successfully reduced the average procurement process duration from 14 days to just 6 days,” said Hamed Abdulghafoor Alawadhi, DOF’s Executive Director of the Shared Services Sector. “This accomplishment was made possible through the establishment of joint framework agreements with suppliers, ensuring unified and stable prices. These agreements significantly reduce the effort and time required by each entity, resulting in substantial cost savings,” he added.

Mubarak Ahmad Al Shamsi, Director of the SSC, stated: “The ‘Tasharok’ programme adopts a hybrid strategic approach to procurement processes. While the SSC provides data and reports to participating government entities, it does not directly lead the efforts to attract and select suppliers. Instead, we offer central support to all government entities involved in ‘Tasharok’, enabling seven main and specialised entities to spearhead the procurement process. These entities set standards and conclude joint framework agreements with suppliers on behalf of other entities, ensuring efficiency and consistency.”

The programme’s digital platform is structured into two main sections: a general store encompassing contracts with all suppliers, and a specialised store for contracts with suppliers of the Dubai SME. Currently, the platform offers over 5,000 products and services at fixed prices, categorised into 24 distinct categories. To date, more than 300 employees from 77 government entities, including 60 actively participating entities, have been trained to use the platform effectively.
